Pat Mulroy, the General Manager of the Las Vegas Water District,
presented an interesting discussion on the need to "Ensure a Future for
Southern Nevada." Pat oversees the operations of the Southern Nevada
Water Authority and the Las Vegas Valley Water District. She started by
talking abut the revenue picture for the Water District and how the
economy and conservation actions have driven a lower revenue stream.
That has caused the District to take drastic cost reduction actions,
specifically the reduction of their capital plan. The 3rd outlet pipe must be
in place because the water level in Lake Meade is just above the level
where the first pipe will be dry. The construction project is a most difficult
one. Then the plan to use Nevada water from the basin in the North must
be in place (a 4 year lead time after the plan is done) to assure that the
Vegas Valley has sufficient water to exist, not even grow. They are
participating in desalinization with Mexico so that Mexico will get water
from that source and then give up water from the Colorado River. She
indicated that we must start thinking like a nation and use water from the
Missouri-Mississippi. That is the mid-country states need flood
protection and the western states need water. Why hasn't the country
taken on this discussion before it is too late? The audience asked many
specific questions which she addressed completely.
